The WANA Institute is conducting research titled “The Role of Humanitarian Funds Localisation for Disaster Risk Reduction and Management” under the “Legitimacy and Civicness in the Arab World” project hosted and managed by the Middle East Centre at the London School of Economics and Political Science and funded by the Carnegie Corporation New York.
The research question explores how the localisation of humanitarian funds can be mobilised in disaster risk reduction (DRR) and disaster risk management (DRM) in Jordan. The paper will explore the current allocation process of humanitarian aid, challenges and barriers to implementing localisation, its potential impact, and how it could help improve resilience and disaster response in the Jordanian context. The policy paper will be developed in a two-phase process. The first phase will include intensive desk research of scholarly and grey literature on the history of development aid, and localisation in addition to reviewing current policies and regulations related and the distribution and allocation of humanitarian funds in Jordan and disaster response and management in Jordan. In the second phase, key informant interviews will be conducted to fill in the gaps and validate key findings. Recommendations on policy and technical levels will be developed based on results from each phase that are targeted towards stakeholders on three levels: donors, international organisations and local actors.
